In May 2019, China’s Ministry of Commerce and other agencies jointly issued a policy to support used-car export pilot programs in 10 cities including Beijing, Tianjin, and Shanghai. By February 2024, new regulations extended the policy nationwide, expanding the number of registered exporters from 400 to 2,800 — fueling explosive growth in export volumes.
